DRAFT: Adds consumption purchases to statement of support

Why is this change being made?

While we call out issues with licenses/purchases we don't have a specific item that limits the scope of support for our consumption users. This calls that out:

1. Consumption users exist by putting them in the SaaS table
2. Adds an entry to our statement of support that details what type of support they're entitled to.
