Abusive user data retention
Why is this change being made?
Currently we indefinitely store user generated content on GitLab.com when a user has been blocked due to being implicated in abusive activity. In addition to the mounting storage costs associated with this it also reduces the number of potential user/namespaces available to new/existing users.
