Add additional accessibility labels to ux handbook

Why is this change being made?

SUS impacting issues currently tracks the accessibility. Not all of these issues had actionable items that directly impacted the product. For this reason, we've created two new labels to track accessibility ops and accessibility audits.

  • Accessibility-audit label: Issues related to auditing exisiting experiences in order to understand possible accessibility-related improvements.
  • Accessibility-ops label: Issues related to building accessibility into our internal workflows.

  • Provided a concise title for the MR
  • Added a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
    • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.
