Removing the Self-Monitoring category

Why is this change being made?

This MR was created on behalf of the Monitor:Self Monitoring Deprecation issue. Self-monitoring is an unsupported category. Features related to the self-monitoring category will be unsupported, but not removed! We will stop automatically creating this feature on installs starting in 15.0.

Justification for this change:

• Neither the GitLab grouprespond nor the groupdistribution have capacity to work on the self-monitoring category at this time.
• Individual groups are building out their own self-monitor solutions
• Project Horse

Changes in this MR:

• Remove self-monitoring from categories.yml
• Remove self-monitoring from stages.yml
