Draft: Follow up: Enable gzip compression for svg,json,xml,yml files

Why is this change being made?

This MR is a follow-up on the !96011 (merged), which added html, css, js and txt files to the gzip. This MR adds svg, xml, json files to the gzip compression list.

The general idea is that we should gzip all compressible files (usually text files) to lessen GCS traffic and storage usage. More details in !96011 (comment 802922641)
