Update Removals process in Release Post page

Please provide a brief explanation for this change:

This MR updates the process for PMs to announce removals in the gitlab project. We are updating our removals process to match that of deprecations which allows us to provide Deprecations and Removals details in the Docs.

This should not be merged until after the 14.7 release post is published.
