Add refinement step for creating backend issues
Why is this change being made?
grouppipeline execution has previously discussed that issues that have prerequisite backend work before frontend work can begin should have a backend issue that can be scheduled a milestone before the main i ssue.
This change makes that process transparent a step during the issue refinement process.
