Updated issue labels to ci-decomposition

Why is this change being made?

We rename our labels to remove the word “blocker”. We’re not using this word correctly and I believe that constantly re-iterating that nuance could be harmful to our collaboration. Could we instead rename to “ci-decomposition” and “ci-decomposition::phase4”. These issues are all part of the project and not “blockers” for the project. The only time we’re blocked is when our team can’t do anything while waiting for another team. This probably only applies to infra things sometimes.
