Move Secrets Management to Verify:Pipeline Authoring

Overview

When we dissolved the Release Management Group and moved Secrets Management to Configure it was under the premise that Secrets Management helps unlock the path to production. Configure has been prioritizing Kubernetes Agent more inline with the Product Stage's primary focus and Ops personas.

In a rescoping discussion, it was suggested to reevaluate this category and its ability to be executed on because of varied scope, I am proposing moving Category:Secrets Management to devopsverify, as this was the original expected Stage for delivery discussed in this issue.

There are two advantages to this being in Verify:

  1. CI Variables unlock the flexibility to effectively deliver on our FY23 usability workflow of "A pipeline creating and editing experience that is intuitive, and customizable by central platform teams"
  2. Pipeline authoring and Runner has already been contributing to CI Variables and Secrets Management to deliver on secure supply chain efforts in GitLab, which is a priority for the Verify Stage in FY23 to extend our lead in CI/CD

Execution Plan

There is an open investment case to fund additional headcount for CI Variables as the existing Pipeline Authoring team will be unable to deliver the feature set with existing headcount.
