Abbreviate and move OKR overview till it can be visualized

Why is this change being made?

This MR

  1. abbreviates the product process overview Brian introduced and adds some clarifications
  2. moves the product process overview further down the page
  3. moves the product OKRs by Quarter section to the bottom of the page for ease of scroll
  4. moves migration info to bottom of page
  5. cleans up section titles

No other content was added, deleted or modified. Goal was to just make the page more usable this week till WIP design upgrades happen via !95225 (closed)
