add the Commit speaker page link to Commit event handbook page

Why is this change being made?

Adding live link from the "Commit user conferences" description to the Commit speakers page, so potential speakers have a sense of what to expect should they wish to submit to speak. The Commit speaker experience requires a bit more time and commitment than other similar conferences, and we want to transparently communicate expectations.
