Add concepts and best practices for Open Source Program membership

Why is this change being made?

Adds a new section to host concepts and best practices to preempt and route questions more efficiently and share the knowledge that is specific to the program. Start with the first section on:

• Clarify how seats are counted differently for SaaS/SM instances

• Added a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.
