Dev Evangelism handbook: Add Efficient DevSecOps pipelines & Kubernetes Monitoring workshops

Why is this change being made?

The Efficient DevSecOps Pipelines workshop has been shared in multiple locations, and resulted in a Hacker News share yesterday form myself as well. https://news.ycombinator.com/item?id=29504389

While at it, I've created a free Kubernetes Monitoring with Prometheus workshop a while ago, which received great feedback. I've copied the content agenda into the handbook too.

This MR documents the workshops as SSoT in our Developer Evangelism handbook, so that everyone can discover them more easily, and learn about the content and lessons being practiced.
