Proposal to require UX, backend, and or Frontend labels to be added during breakdown phase

Why is this change being made?

This will give us clearer visibility when picking up the issues that are workflowready for development or in the Deliverable / Stretch columns.

Also, it helps us to more easily define if more people need to be assigned/brought to attention to a certain issue which might be only partially assigned.
