Reflow working on tickets page

Why is this change being made?

Reflow the "Working on Tickets" page so that its concepts are more modular and discrete in nature.

This is to enable support team members to propose changes to the workflow. Presently, the current page is a jumble of information and is making it hard for people to make improvements.
