Update name: Group::Access to Group::Authentication & Authorization

Why is this change being made?

According to https://gitlab.com/gitlab-com/Product/-/issues/2530, now that ~"group::workspace" exists, we should also change Access to its new name: Authentication & Authorization

Here is an attempt to explain the differences between Workspace and Auth: #12699 (closed)
