Register staff+ ratio exception for Threat Insights and Container Security

Why is this change being made?

As requested by @edjdev via @glucchesi, this MR records a gearing ratio exception for the Threat Insights and Container Security "workgroup".

Rationale for exception

The teams for groupthreat insights and ~"group::container security" don't fit the description of "workgroup" in Staff+ IC Gearing Ratios:

A workgroup is a collection of team members with a shared mission and typically arranged according to a product group, team, or other problem-solving unit.

They do not:

  1. have a shared mission.
  2. belong to the same product group, team or other problem-solving unit.

Further to the workgroup definition, these groups have 10 engineers reporting to the same manager. While all the engineers are currently reporting to the same manager (@thiagocsf), we plan to split the reporting lines to two groups in the near future to accommodate growth in the Sec Section.
