Add team OKRs and dev performance dashboard to Release Handbook page

Why is this change being made?

To ensure that we are transparent around how we measure the success of the team, we are adding the team OKRs to the team page. This will ensure that:

  1. goals of the team are clear to everyone
  2. progress on our goals can be easily seen

Author Checklist

  • Added a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
    • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.
