Adding JTBD for Global Search

Why is this change being made?

Job to be done statements had yet to been defined for group::global search. We completed a series of 7 user interviews which have been used to validate some of our initial assumptions for our JTBD for this group. More information on this effort can be found in gitlab-org/ux-research#1449 (closed)
