Update Release team members on team page

Why is this change being made?

This MR fixes some inconsistencies for Release team members:

1. Fixes inconsistent title for Allen Cook on the Release team page.

2. Adds missing departments for Bala Kumar and Allen Cook, which causes inaccuracies in other handbook pages such as https://about.gitlab.com/handbook/product/categories/ops/#release
