Update negative feedback is 1-1 sub-value to clarify manager situation

Why is this change being made?

As discussed in this gitlab unfiltered video https://www.youtube.com/watch?v=BCpmFWL5Us8 negative feedback is 1-1 may not necessarily need to be strictly followed when it's feedback going up the management chain.
