Update deprecation details for TW Lead in handbook and RP MR template

Why is this change being made?

Related to: Product#2864 (closed)

After multiple discussions and MRs from multiple authors, I think some details got a bit out of sync with the latest process, or at least needed to be clarified.

This MR attempts to solidify the deprecations process based on my current understanding of the process, in an effort to make it much easier to anyone new to the process to do it. Both for PMs and TWs.

This is a full TW copy edit of the process, including:

  • Adding ordered lists of steps, to make it clear what is general information, and what are steps to follow.
    • Creating the deprecation yaml is now an ordered list.
    • Updating the deprecations doc was already a list, but it's updated.
  • Simplify and clarify the language.
  • Add crosslinks throughout.
