Package direction updates September 2021

Tim Rizzi requested to merge trizzi-master-patch-52602 into master

Why is this change being made?

It's time for another update to the community. This time I'd like to focus on a few different topics.

  1. Welcome new team members to the Package group and share open positions for engineering.
  2. Share the efficacy of our recent focus on performance and reliability.
  3. Discuss transparency and how things can get lost.
  4. In order to make things more clear, I'd like to highlight the backlog cleanup, documentation updates (maturity, getting started) prioritization matrices, call for feedback.
  5. Finally I'd like to explain what we are working on next for each category.
  6. Thank everyone.
