Draft: Customer lookup restructuring

Why is this change being made?

In discussing !90047 (merged), we identified that the workflow page for looking up customer information was in need of adjustments. I am working on this merge request to address these changes.

The problems

Customer information can be in either LicenseDot or CustomersDot, and right now you may need to choose both. This isn't well explained on the page, and some parts are outdated.

Additionally, it should be more clear what each section is going to explain, and better direct us to the correct section.
