JTBD Update MR template

Why is this change being made?

When working with category maturity and proposing changes, we have a mechanism that allows leaders and managers to stay on top of changes and gather approvals that ensure the confidence on the decision.

At GitLab, one of the ways to evaluate product maturity is by judging the quality of experiences against a defined and confident JTBD. Currently, there is no mechanism in place that ensures Jobs to be Done statements are being approved and reviewed by a Product Design Manager.

I want to propose we start using an issue template for JTBD Updates so that PDMs are looped in on MRs by default, helping designers and PMs refine and the documented JTBD statements at the correct altitude before we can put them into use.

Scope of this MR:

• Add JTBD Update MR template
• Update handbook page
• Update data/jobs_to_be_done.yml with a link to the SSOT for updating the file
• Cross link the handbook page/section Updating a JTBD so that Product and Product Design folks can easily find the information on how to document a jtbd in the jobs_to_be_done.yml
• Cross link Scorecard pages with JTBD landing page in the handbook

• Added a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.
• Assign reviewers for this change to the correct DRI(s)
  • If the DRI for the page/s being updated isn’t immediately clear, then assign it to one of the people listed in the "Maintained by" section in on the page being edited.
