Hide Unfiltered blog category & add DevOps Platform category
Why is this change being made?
This MR hides the "Unfiltered blog" category from the blog landing page and navigation.
It then adds a new blog category for "DevOps Platform" and swaps the category our the following blog posts to it:

- https://about.gitlab.com/blog/2021/05/19/agile-planning-with-a-devops-platform/
