Update Support Manager On-call responsibilities to remove live upgrade assistance and add assigned escalated tickets workflow

Why is this change being made?

This week while Tom was on call he encountered a scenario where a ticket was assigned and it was unclear what the role of the On-call manager was in this instance. This MR attempts to clarify that.

This MR also removes live-upgrade assistance as this workflow has evolved and engineers now lead that portion.
