Add new directory for CS Ops Programs

Why is this change being made?

We have decided that the CS Ops Programs team needs a page of their own. They frequently do work for other teams, so a page dedicated to contact, engagement, and information seems like a good idea.

We'll be primarily moving some existing information about the CSOpsPrograms group from the current CS Ops team page, and adding some additional information.
