Add some additional guidance for TWs when reviewing RP items.

Adds a couple of extra review points to the TW's release post item checklist.

When reviewing for %14.2, I noticed either wildly different approaches to whitespace and lists, so I thought we might get folks to think about how it looks when published to avoid a "wall of text" in the RP items.

While here, I thought we might get folks to hard wrap some of the lines - just to make it easier to diff later when it all comes together.
