Handbook stats - update to use web page count

Through evaluating our handbook's quantitative data I learned two interesting things:

  1. We are actually including images in the word count, so the numbers are way off (more than double). This was corrected in a draft MR at !88252 (closed)
  2. We considered page count as the number of printed pages going with analogy of printing off a physical handbook.

Through our discussion in Slack https://gitlab.slack.com/archives/C3MAZRM8W/p1628795666227900 we agreed to shift to tracking the number of handbook web pages instead. This is a better representation of the number of contexts/subjects within our handbook.

This MR updates our page count. It preserves the word count column, but with corrected numbers that include only markdown (content) files. Additionally, it switches to quarterly data as the previous dates seem arbitrary. Also included is a command to get historical numbers if necessary.

As of August 1st we have over 2,000 pages in our handbook
