update gitlab Tier and Chef data classification

Tech Stack Update

Please do not merge this MR before the Business Systems Analysts have reviewed and approved.

Changes in this MR:

• Missing Critical System Tier for GitLab
• Incorrect Data Classification for Chef

This MR also includes changes that update a couple systems that still retained the attributes in_sox_scope and date_added_to_sox_scope as these attributes were deprecated in favor of a singular compliance_scope attribute as evidenced by the updated criteria for what data lives in the tech stack handbook page.

None of the changes below are relevant to this tech stack update:

• If changing provisioners: You must also open an Update Tech Stack provisioner issue so all templates and Tech Stack information can be updated.
• If completing a system offboarding:
  • Follow the steps in the Tech Stack offboarding section
