Updating slack guidelines for #a_ channels.
Why is this change being made?
Currently, there is some GitLab Team Member confusion around #a_
channels, naming conventions, and usage guidelines. This MR attempts to make it easier for all GitLab Team Members to understand the proper usage of # a_
channels without possessing prior knowledge of Slack or GitLab procedures.
