Creating Field Ops Release Schedule & Changelog handbook pages

Why is this change being made?

This change is being made as a part of the Field Ops Release Schedule process (https://gitlab.com/gitlab-com/sales-team/field-operations/enablement/-/issues/853) that is kicking off in Q3-FY22. We are creating two pages:

  1. Field Ops Release Schedule: Documents the goals, cadence/format and process
  2. Field Ops Changelog: The page we will use as the changelog moving forward

We are also linking to these pages from the Field Ops homepage.
