added step to get signed up for expensify.

@sytses @ernstvn I am not convinced this is the best way to handle getting someone into the system - ultimately, it should be a step in the process for the program administrator for our corp card program ..but I did not want to lose the thinking while we write up the process for adding new users to our credit cards. That is a more complicated process to document - but I am working on it.
