Updates blog post to new sign-up configurations

Why is this change being made?

I learned that new user sign-ups are disabled on GitLab 13.6 and above. See: https://docs.gitlab.com/ee/user/admin_area/settings/sign_up_restrictions.html#require-administrator-approval-for-new-sign-ups

So, I've updated the blog post with these details.
