Add direct links to bug and feature proposal for support workflow

Why is this change being made?

Currently, the functional escalation points support workflow links to creating a new issue in the GitLab project for bug and feature proposals. It would be helpful if this section linked directly to the bug and feature proposal templates. Having these direct links simplifies instructions for support to provide customers when suggesting they open a feature proposal.
