Draft: Update Minimal maturity to include feedback from internal users
Why is this change being made?
We have many opportunities to dogfood categories internally when they are early in maturity to help define early requirements. This MR updates the current Minimal definition to include feedback from internal users who align with a Minimal category's primary persona.
