Resolve "Move Templates Category from import"
What does this MR do?
Dissolves the templates category (which was formally only focused on project templates) and integrates templates into the respective groups
- projects templates-> groupsource code
- Ci yaml templates-> grouppipeline authoring
- pages templates-> grouprelease
