Resolve "Convert RTMT to Open MR Age (OMA) and Open MR Review Efficiency (OMRE)"

Why is this change being made?

Add "Open MR Review Efficiency" => OMRE

• For Open MRs -> Median time from review start to today.
• Ideally have a backup chart with median, 75th, 95th percentiles.
• Make this a PI
• Look at daily and weekly and see what happens. Volatile depending on when in the month.
