We should have a standard date and time format to communicate

Why is this change being made?

In an all-remote workforce, it's very likely to end up in different regions with different timezones and date formats. To avoid misunderstandings and ease communication about dates and times, it makes sense to try to stick to a single format to communicate dates.

This MR adds a suggestion on how we could do this.
