Correct target status for Discretionary Bonus target

Why is this change being made?

The discretionary bonus rate is below our target (in Sisense, at least) so I updated the label to reflect this.

I'm opening this as an MR just to be proactive, but it seems like we haven't been at target for some time so I'm not completely sure that this is just a labeling issue and not a problem in Sisense. If there's another source of truth for our bonus rate, feel free to close this and I'll open a new issue with the Data team.
