Change the blessed IRC channel from Freenode to Libera
Why is this change being made?
After recent controversy around Freenode (see https://news.itsfoss.com/freenode-controversy/ , https://www.kline.sh/ and many other sources), many channels are moving to libera.chat, and it seems reasonable that we also do so.
The #gitlab channel already exists on the new platform and @newton (previously responsible for the channel on Freenode) is working with the Libera admins to formally register/claim the channel there.
