Community Programs Efficiency Project | Add OSS and Startups Verification HB page and Links on Main Page
Why is this change being made?
This MR adds a handbook page with details on the automated verification process for the GitLab for Open Source Program and adds a page with information on the Startups program verification (which will remain as is). This MR also adds links to these new handbook pages to the main automated program workflow page.
We are currently staging the pages for the automated process while we transition over.
