Resolve "Swap health and url sections in Performance Indicators"

Why is this change being made?

This change improves clarity during key reviews.

• Currently we put a list of URLs in between target and the chart
• Moving the URL section to the bottom and allows the information to flow better
  • Target => Health => Chart and URLs
