Why is this change being made?

I added a note about the release post schedule and how it should impact Digital Experience requests. We are hoping to avoid disrupting the release post process by holding off on major changes during schedules release post times.

In addition to the updates to the Digital Experience handbook, I have added an event to the Digital Experience calendar reflecting these notes.
