Community Programs Applications Automated Workflows

Why is this change being made?

During 2021, we are working on automation projects for the Community Programs Applications Workflow. This MR adds a new page to hold the handbook for the automated process. When the existing process is deprecated, we'll swap out this new page with the existing page. In the meantime, we want to start building it out and sharing it with relevant teams.

For example changes to .gitlab-ci.yml, JavaScript/CSS/Ruby code or the layout files. (this requirement has been removed pending identification of a new DRI for the handbook)
