Dynamic Analysis & Compliance Optimization

Today, we have not fully staffed both the Dynamic Analysis (e.g., DAST) and Fuzz Testing groups. This has led to these groups working closely together to accomplish their goals in FY21 and FY22. This MR merges the two groups into one, with a single PM (Derek Ferguson) as the DRI, giving Dynamic Analysis a fully staffed team. Furthermore, this moves Sam Kerr from Interim to full-time PM for the Manage:Compliance group. Finally, this also assigns Taylor McCaslin as the PM for the Vulnerability Research group (thus removing his Interim status). This MR includes:

• Moves Sam Kerr to Manage:Compliance
• Moves the Fuzz Testing category to the Dynamic Analysis group
• Moves Fuzz Testing group team members to the Dynamic Analysis group
• Sets Taylor McCaslin as the PM for Vulnerability Research
• Sets redirects for the previous location of the Fuzz Testing direction page
