Create separate pages for the product manager role and CDF/ Competencies

Why is this change being made?

This MR separates the content currently housed on https://about.gitlab.com/handbook/product/product-manager-role/ into two buckets: "working as a PM" and "evaluating a PM"

This MR is non-controversial in that it does not change actual content or core structure. It's merely an iteration to improve organization and discoverability of these two different but related buckets of content.
