Replace "Recruiter" with "Talent Manager/Lead" in req opening process
Why is this change being made?
I think there are two contradictory statements in the handbook related to Hiring Manager tasks when opening a new req https://about.gitlab.com/handbook/finance/financial-planning-and-analysis/#hiring-managers
We ask Hiring Managers to speak to their Recruiter when opening a req to get a GHP ID.
We then state that a Hiring Manager should work with Talent Acquisition Managers/Leads and their FBP to get a GHP ID.
This MR aims to clarify that Hiring Managers should reach out to a lead/manager in the first instance.
@Kellymurdock @eboyd1 - I'm not 100% sure on who to assign this to. Do you mind reviewing to see whether you think this is necessary and makes sense?
