Add GitLab VS Code extension to the list of engineering projects

Why is this change being made?

@aqualls was making a list of projects for documentation review (gitlab-org/gitlab#325757 (closed)). She was pointed to the list of GitLab engineering projects and I've noticed that the GitLab VS Code extension is missing.
